The Toledo library building appears like a PWA Moderne county courthouse reduced almost to dollhouse size. The top of the central entrance wing rises slightly above the rest of the building. Two decorated bands, one at the edge of the parapet, the other below it, articulate the facade of this exposed reinforced concrete building. The pairs of front windows on each side of the entrance are contained within slightly recessed panels. A curved roof canopy covers the entrance, and large-scale metal wall lamps are placed on each side of the door. A few external changes have occurred: there is a new entrance doorway, and a ramp, rather than steps, leading to the entrance.
