One of some 13 public libraries in Iowa designed by this Chicago architectural firm, the Charles City library has a design format typical of many small libraries throughout the country: a central entrance leading to the librarian's desk area, with reading or stack rooms off to each side. Patton and Miller always sought to give an individual personality to each of their buildings. They accomplished this goal with the Charles City library by using limestone for the raised basement and by carrying this up to form the walls of the projecting entrance pavilion. They treated the brick and stone-capped gable ends of the building with stone finials, and terminated the entrance gable at its ridge with a segmental curved parapet.
