The Apartments is a large multifamily residential building in a design of Tudor and Colonial revivals. It is a U-shaped two-story brick structure with rough stone oversized corner piers, a profusion of gables that were once half-timbered, and coursed stone gateposts giving access to a courtyard. In contrast, smooth concrete lintels extend over its three-over-one sash windows and Colonial Revival wooden porticoes overlook the courtyard. Although dating to 1939, the building is more representative of the type of apartment buildings constructed in Virginia in the 1920s. Nonetheless, The Apartments was built to house Norton's burgeoning population and brought an element of urban sophistication to this small city of mostly single-family residences.
