Construction of this building and the installation of a small central plaza drew the old courthouse and a sprawling Circuit Court Building of 1982 into a reasonably coherent composition. The center's massive pediment, a Postmodern echo of the one on the courthouse, combines with a monumental stairway to squash its low Doric colonnade and flat-roofed office block.
