Farmer and builder Rudd C. Spinks constructed a plain two-story brick building in 1891 as a jewelry and music store with a residence upstairs. Merchant and lumberman William E. Mayes bought the building in 1895 and added the Mesker and Bros. pressed-metal storefront. The three second-floor windows are framed by pilasters with foliate capitals. The porch and terrace over the sidewalk are later additions, although similar to earlier versions.
