Beneath the lively wealth of polychrome terra-cotta decoration and tawny brick lies an unexpected institution to use such a lively scheme. Phelps's architectural masquerade competed with the similarly Gothic-inspired Smith-Young Tower ( SA42), built in the same year by Ayres and Ayres a short distance away.
