The subdivision of Westover Hills, laid out in 1928 by James H. Saville, engineer, is distinguished by curvilinear streets near the river. Westover Hills Boulevard, which links the Boulevard Bridge on the north to Forest Hill Avenue, divides the neighborhood unevenly in two. Westover Hills has an impressive array of Georgian and other historical revival styles, and was one of the first distinctively automobile suburbs in the Richmond area.
