The administration building, designed in a simplified Spanish Colonial Revival style, commands a spot on one of the two hills overlooking the city. Spreading below the building is a large park with mature trees. The two-story concrete building has an H-shaped plan with end sections projecting slightly forward and backward from the main mass. Cast concrete surrounds with quoins, a second-floor arcade, and a prominent cornice mark the central entrance. The Bureau of Reclamation completed a major renovation of the building in 1994. At that time it also renovated the Administration Annex, originally Government Dormitory No. 1, next door.
