Colonel Rice W. Payne House (Mecca)
This is the house that set the sweepstakes going along Culpeper Street. It is one of the outstanding Italianate houses in Virginia and certainly one of the best preserved. That Samuel Sloan was doing work in Warrenton (see the Warrenton Baptist Church, NP22.22) raises the interesting possibility that he or his book had a hand. Note the finely molded shells above the tall windows and the delicate iron porch.
