The round-cornered, two-story Moderne design was owned by Rafael Galván, a politically active businessman, civic leader, and one of the original founders of LULAC. Although a center of social life for the Hispanic community, the ballroom also catered to a multi-ethnic audience brought together by their attraction to the big bands playing at the venue.
