Located on the block south of the courthouse, this complementary structure, in buff brick with olive green terra-cotta trim, is basically classical in style. In contrast to the modest scale of city halls in Panhandle towns, Pampa’s city hall was built at the scale of a county courthouse. The cornerstones on this building and on the others record the different names under which Kaufman’s firm worked.
