Constructed from Works Progress Administration (WPA) funding, the Colonial Revival Flemish bond brick building stands on a high brick basement and is preceded by a tall flight of stairs. The two-story pedimented portico has paired Ionic columns, a modillioned cornice, and an attenuated bellcast-roofed cupola.
