In 1902 the citizens of Alma voted to bond the city for the site and construction of a city hall. Haug and Scheurmann of Saginaw designed the building in quasi-Romanesque terms. A medieval clock tower, rather German in character, rises from the southeast corner of the two-story, hipped-roof, red brick city hall. Police and fire department additions came in the 1930s. A gabled and columned dormer and a small cupola were removed. In 1975 fire, police, and city offices moved to a new Municipal Building (Wakley and Kushner Associates) at 525 E. Superior Street and the former city hall was sold and adapted for private offices. The Seth Thomas clock installed in the corner tower in 1903 still marks time for the people of Alma.
